Goodwill is a well-known thrift store.

I think this uniform is from within the last 10 years, and it looks like it would be worn in the back room or office rather than in the store.

For some reason, Goodwill items are hard to find, regardless of the era.

The size, as shown in the image, has an inner circumference of approximately 59cm.

It's a regular fit, neither too shallow nor too deep.
